Thank you for agreeing to serve or continuing on the Queen Anne’s County Library's (QACL) Board of Trustees. Your time and commitment are greatly appreciated.
I understand my responsibilities as a Board Member are to:
Serve as an active advocate for the organization.
Make a personal contribution to the annual giving campaign through the Friends of QACL. Each person contributes according to their individual discretion.
Assist in fundraising activities.
Attend all Board meetings – generally 10 per year at 90 minutes each.
Participate on a Board committee(s), as needed.
Provide professional counsel and guidance.
Provide, as needed, volunteer support (for example, participating in nonprofit networking events).
Assist the organization in planning its budget.
Review the annual budget, major expenditures, Form 990, and investment of funds.

Description of Committees:
Executive Committee
The Officers of the Board consists of the President, the Vice-President, the Secretary, and the Treasurer, and shall constitute the Executive Committee. The Executive Committee may act for the Board when emergency situations arise, when the nature of the emergency does not warrant a meeting of the full Board, and in other situations as the Board may direct.
Finance Committee
The Finance Committee recommends, subject to the approval of the Board, the financial and fiscal policies of the Library. The Committee shall monitor and review all financial information and ensure that timely and accurate summaries are presented to the Board. The Committee shall assist the Director in the preparation of the annual budget.
Governance Committee
The Governance Committee will select and present a slate of Officers and proposed new Trustees to the Board at the Annual Meeting. It will maintain a roster of potential new Trustees, and will, as needed, propose successors to Trustees whose terms have expired and replacements for Trustees who resign or leave the Board for other reasons. The Governance Committee is also responsible for reviewing and making recommendations to the Board in regard to the Library’s Bylaws and Administrative Procedures.
Advocacy Committee
The Advocacy Committee will promote the mission of the library within the community regarding local, state and federal issues that impact the library. The committee expresses the views on library issues that have been shaped by the Director, the Board of Trustees and the key library communication staff. The committee helps coordinate Board advocacy efforts in the community and at the annual Library Legislative Day in Annapolis.
Buildings and Grounds Committee
The Buildings and Grounds Committee will assist and advise the Board on all matters relating to maintenance, repair, and improvement of all real, improved, and personal property operated by the library.
Ad Hoc Special Committees:
Staff Support
This committee serves as the Board’s liaison with the Library Director, staff and the Friends of the Queen Anne’s County Library to plan staff appreciation activities. These activities include initiating holiday or special events, staff incentives, and gifts for long-term service to the Library.
Strategic Planning
In 2023, a new Strategic Plan was developed for the Library, and it established new priorities and goals for 2024-2027. This committee periodically reviews the Library’s mission, vision, core values and progress towards goals. During 2027, the strategic planning process will be repeated to ensure that the library’s services continue to meet county residents’ needs.

The Board meets every fourth Monday with a few exceptions noted below. When possible, meetings alternate between the Centreville and Kent Island Branches, and may be joined via Microsoft Teams for public participation. Meetings begin at 6:30 p.m. in the Branch’s meeting room. Minutes of meetings are available for the public’s perusal.
